کنش راهبردی پهلوی دوم در صنعتی سازی ایران

چکیده

مسئلۀ پژوهش حاضر بررسی کنش راهبردی پهلوی دوم در صنعتی سازی ایران است. این پژوهش به روش تاریخی و شیوۀ توصیفی – تحلیلی و با بهره گیری از اسناد مرکز اسناد انقلاب اسلامی، ترازنامه های بانک مرکزی، منابع کتابخانه ای، تاریخ شفاهی و مصاحبه های منتشر شدۀ کارگزاران حکومت پهلوی دوم نوشته شده است. یافته های پژوهش نشان می دهد، کنش راهبردی پنهان حکومت، همسویی با مدیران تکنوکرات در پروژه صنعتی سازی متمرکز بوده است. همچنین حکومت پهلوی در قالب کنش راهبردی آشکار، ضمن مداخله و ممانعت در کار مدیران تکنوکرات، بی توجهی به نظرات سازمان برنامه در صنعتی سازی کشور و اجرای دستوری صنعتی سازی نظیر طرح های بزرگ و سرمایه بر و سهیم شدن کارگران در سود کارخانه ها در پی افزایش مقبولیت مردمی حکومت برآمده است. اقدامات پهلوی دوم با تمرکز بر راهبردهای پنهان و آشکار ضمن کاهش نقش مدیران تکنوکرات و برنامه ریزان اقتصادی، زمینه ساز تضعیف صنایع ایجاد شده، انحصارگرایی در صنعتی سازی از طریق بنیاد پهلوی و وابستگان به دربار و تنگ شدن حلقه مشارکت بخش خصوصی در فرآیند صنعتی سازی شده بود و توسعه صنعتی پایدار و منسجم را تحت الشعاع خود قرار داد.

چکیده [English]

The purpose of this research is to examine the strategic action of the second Pahlavi dynasty in the industrialization of Iran. This research is written in a historical and descriptive-analytical manner, using documents from the Islamic Revolution Documents Center, balance sheets of the Central Bank, library resources, oral history, and published interviews with officials of the second Pahlavi dynasty. The research findings show that the government's hidden strategic action has been to align with technocrat managers in the industrialization project. Also, the Pahlavi dynasty, in the form of overt strategic action, while interfering and obstructing the work of technocrat managers, disregarding the views of the Program Organization in the industrialization of the country, and implementing the industrialization directives such as large and capital-intensive projects and workers' participation in the profits of factories, has sought to increase the government's popular acceptance. The actions of the second Pahlavi dynasty, focusing on hidden and overt strategies while reducing the role of technocratic managers and economic planners, paved the way for the weakening of established industries, monopolization in industrialization through the Pahlavi Foundation and court affiliates, and the narrowing of the circle of private sector participation in the industrialization process, thus overshadowing sustainable and coherent industrial development.
