Abstract
The establishment of the quasi-modern Pahlavi state by Reza Shah in 1925, in addition to its regional and domestic political effects, caused dramatic changes in the economic, cultural, religious, and educational spheres of Iran. One of the most important of these effects is in the economic field and in relation to the prosperity and development of industries. This article discusses the reasons for the formation of the industrial development policy and its effects and results. The main hypothesis of the article is that the formation of modernizing and renovation policies by the Reza Shah government on the one hand, and the occurrence of the global economic crisis and its impact on the deterioration of the country's economic situation were among the main reasons for adopting a policy of paying attention to industries and realizing industrial development. The findings of the research show that by adopting strict economic laws such as the Foreign Trade Monopoly Law, the Reza Shah government was able to control the waves of the economic crisis in the country to some extent by paying attention to industries, creating a positive trade balance, and not importing manufactured goods. This led to the formation of some industrial activities in the country and the creation of workshops and light and semi-heavy industries across the country. However, the dimensions of the industrialization policy, due to the lack of attention to the economic realities of Iran, especially the neglect of the agricultural sector, could not make a significant and major contribution to economic production and improving the economic situation of the country.
