Establishment of food production factories, as one of the hallmarks of the modern era, brought profound transformations in the agricultural and industrial sectors. In this context, agricultural products were produced not only for domestic consumption but also as commercial goods on a large scale and served as raw materials for food industries in industrialized countries. In Iran, given the high importance of sugar consumption, the establishment of sugar production factories became one of the first food industries. Prior to the reign of Naser al-Din Shah, the country's sugar demand was largely met through imports from Russia; however, during his era, the necessary foundations for domestic factory establishment were laid. This study employs a descriptive-analytical approach, relying on historical documents and sources, to examine the development of Iran's sugar industry from its inception until the end of Reza Shah's period. It analyzes the factors influencing the growth and decline of this industry. The findings indicate that although sugar factories were initially well received, they gradually ceased operations due to factors such as lack of support from the Qajar government, colonial dominance over trade, low quality of domestic products, and their higher prices compared to imported alternatives. Conversely, during Reza Shah's reign, with governmental support, the industry was revitalized and rapidly expanded, so that by 1938 approximately one-third of the country’s sugar demand was met by domestic factories.
