The first sparks of the machine industry in Iran were ignited in the middle of the Qajar period with the establishment of the first rope weaving factory near Tehran. During this period, the share of industries in the country's gross national product was at its lowest. With the beginning of the Pahlavi period, mechanisms and measures were taken to expand and support the establishment of domestic industries. In the following years and in the second half of the 1920s, that is, at the beginning of the second Pahlavi era, growing changes were made in industries, and with the beginning of the country's development programs in this decade, there was more interest in discussing industrial expansion and development. In the 1940s, the Third Development Plan emphasized the country's industrialization as a fundamental tool for economic development. In this regard, attention was paid to small industries in development programs with the aim of developing small industries, improving their situation, and assisting private sector investors. In the following article, relying on historical and archival sources, the history of the formation of the Iranian Industrial Estates Company is examined. The findings show that the government's macro-level approaches to import substitution policy, which began in the late 1940s, helped pave the way for the emergence of organizations such as the Town Corporation.Other goals of this organization were to create maximum employment in small towns, prevent the migration of job seekers to metropolitan cities, and attract private capital.
